One tuner isn't being initialised

Hi there. I have a sort of strange problem...I'm not entirely sure how long it has existed.

I have three tuners:

2 x Digital Devices Cine S2 v7 (dual tuner)
1x TBS 6981 S2 (dual tuner, but only one is working)

All three tuners are set up in TV Source, all with the same channels merged. But if I try to watch/record from three channels simultaneously, I get a "Sorry, cannot display this channel either because there is a technical problem or no TV signal" on the third tuner.

I've used the "Monitoring" tool in the diagnostics tab of DVBLink Config.

Tuner 1 (DD1) is used first
Tuner 3 (TBS1) is used second
Tuner 2 (DD2) is never used

If I do a Stream Check, tuner 2 is working fine on all channels.

Does anyone know what might be causing the problem, and where I can start looking to fix it?

I'm using Windows 10, DVBLink Server 6.0.0 and WMC (although the same is true if I watch/record directly through DVBLink).

Do you have they same list of channels from all tuners?
