DBVLink on Raspberry Pi 2 - does it need MPEG-2?

I'm just getting into this whole thing and trying to set up a brand new Raspberry Pi 2.
My setup is as follows:
* HDHomeRun Connect
* QNAP TS-251 NAS with a licensed copy of DBVLink TVSource
* Raspberry Pi 2 with OpenElec and Kodi 15.2 - Wired Ethernet
* DBVLink PVR Addon - v1.10.9

I cannot get any live TV to play. I either have very very slow video with ok sound, or I have no video at all. The sound seems to be ok.
I try and open a recorded show and it goes all garbled and eventually crashes Kodi. I know my setup works because I installed Kodi on my Windows 10 PC and everything plays beautifully. I try playing a recorded show on my Windows PC and it says it's MPEG2 and plays fine.

So, my two questions are:
* Do I need to purchase the MPEG-2 license from Raspberry Pi?
* If I don't, what settings should I use on my Kodi? Anything to do with hardware decoding? What about DBVLink PVR Add-on "transcoding"? That didn't seem to work.

Yes you need the license.
