Sounds like you do have a quite powerful system.

#1 Go to restrictions fo dvblink server. "for transcode at least 14-15 SD channel" - dvblink allow 8 Live TV stream and/or 16 Recordings streams simultaneously.
#2 The new package appeared at dvblink server recently - IPTV Server - i guess it is a quite good for your needs( ON/OFF transcoding per channel ... ), but for that you need powerful router too.
#3 and the last, you can try tp test all you need on your system - 20 days tral period, without restrictions.

What you need to do is the following:
- install DVBLink Server and DVBLink TVSource on your machine
- Configure TVSource for all your 4 tuners (you can start with one and then add three others as the slaves to the first master)
- Scan channels in TVSource - make sure that you get the channels you need during your scan
- Check how the channels you are interested in work in one of the DVBLink clients (web interface for example)

--> Important! For uninterrupted streaming of all channels at the same time you need to select only those channels that reside on no more than 4 transponders. It is because you have a quad tuner and for IPTV server it is important that number of tuners is equal or greater than number of transponders where channels reside.

- Install DVBLink IPTV server
- Select the channels that you need to stream, start IPTV server, download m3u playlist and test it with the player of your choice.
