How to configure VLC Media Player to watch TV?

Installed on Windows Home Server (2003):
- DVBLink TVSource
- DVBLink Connect! Server

Can anyone explain how to configure VLC Media Player to watch TV on another PC on the same network?

Obtain an m3u file as described here:
viewtopic.php?f=61&t=18013

and use it with VLC
Server: Synology DS214Play, DVBSky S960CI Astra 28/23/19 (CanalDigitaal subscription), TeVii s660 Amos 4/Sirius, DVBLink TVSource and TV Adviser (GB) 5.1.0
Clients: AsRock ION 330 Win7 with XBMC 13.2, RPi with XBMC 13.2, Samsung Galaxy S3, Nexus 7

I have tried this but it seems nothing is happening.

VLC:
Media --> Open Network Stream... -> Please enter a network URL: "URL" and then I have press Play button.

My "default recording Media Center" is not ON at this moment. Is that the reason that that nothing is happening?

When I try this (in the browser): http://192.168.1.100:8080/channel/list/?sort=number I get this message: "Connection to the default recorder computer cannot be established. If it is in the sleep mode, DVBLink server will try to wake it up. Please retry in 10 seconds."

But "DVB DLNA Server TV Server" in WIndows Media Player is working.

Did I get this list of "TV Channels" because of this file: http://user:admin@192.168.1.8:8080/mobi ... aylist_m3u or was this list automatically generated?
